This is my first article and I do to express my personal opinion on the matter Morcelliana.
As everyone knows, the Foundation is trying desperately to amend the Constitution to divide the assets between the Church and the City. What escapes these gentlemen is that the Foundation manages assets which is owned by all citizens of Chiari having been a bequest to the city and certainly not to the municipality or to the parish. As a legacy, to make, must be managed, it was decided to do is administer by a member elected by the Mayor and one elected by the parish which, in turn, appoint the President. The administrator's role is clear: the use of pension assets to achieve the purposes described in the statute. So even change the goals (by adding, for example school education) does not change one iota the power of the directors that they can never divest assets in favor of anyone. What they can do is convert it to the limit in something 'else that makes more with all the risks that this entails. Then the construction of new schools, however, remain the property of the Foundation that the City will pay a rent to make the assets that can be used for statutory purposes and to preserve the heritage. Some say it's too difficult to be implemented if it is then things remain as they are now because you can not do otherwise. The annuity also will be behaving better than the Foundation for a business risk inherent in the operation. It 'obvious then that this asset conversion should respect the ethics and principles for which the assets were donated to the city and not allow the operations of devastation land speculation with no or poor planning.
